PROBLEM TO BE SOLVED: To modify an asphalt material, a concrete material, and soil.SOLUTION: A base material 1 refers to an asphalt material, a concrete material, and soil. Internal bonding and entanglement of the base material is improved and flexibility is added to the base material for modifying the base material and providing measures against cracking, damaging and falling, by attaching a fibrous twist yarn, strip string, braided strings, band or rope, or a net formed by the fibrous twist yarn, band strip, braided strings, band or rope as a base material modifying material 2 inside the base material.
