Mold flux is used for continuous casting of ordinary steel having the sol.Al concentration of 0.1-1.5 mass%, a Si concentration of 0.3-2.0 mass%, and a C concentration of 0.05-0.18 mass%. The mold flux has a ratio (CaO/SiO2) of 1.0-2.0 obtained by dividing a CaO content by a SiO2 content, contains one or two kinds of 1.0-8.0 mass% of P2O5 and 0.5-5.0 mass% of B2O3, has a solidification temperature of 1,050-1,200C and a viscosity of 0.5-2.5 dPa s at 1,300C, and has cuspidine as a main crystal phase in a sample at a normal temperature where once-melted flux is cooled at a temperature-falling rate of 10C per min. When the high aluminum steel with the sol. Al concentration of 0.1 mass% is continuously cast, scale removal by high pressure water or the like is accelerated, and hot rolled steel sheet having reduced insular scales is obtained.
