PROBLEM TO BE SOLVED: To provide a forming device and forming method capable of easily forming a flange part and pipe part having a desired configuration.SOLUTION: A controlling part controls to drive a driving mechanism in a manner where after gas is supplied into metal pipe material 14 from a gas supplying part so that a part of the metal pipe material 14 is expanded in sub cavity parts SC1, SC2, parts 14a, 14b of the expanded metal pipe material 14 are pressed by an upper die 12 and lower die 11 to form flange parts 100b, 100c. In addition, the controlling part controls the gas supplying part to supply gas into the metal pipe material 14 on which the flange parts 100b, 100c are formed so that a pipe part 100a is formed in a main cavity part MC. Due to control of the gas supplying part and driving mechanism by the controlling part, the flange parts 100b, 100c and pipe part 100a having a desired configuration may be easily formed.SELECTED DRAWING: Figure 7
