To provide a means of transmitting a still picture for confirming the details of a screen in arbitrary timing while transmitting a moving picture for monitoring the whole screen, e.g. the movement of a person, in a monitor video distribution system which distributes monitor video to a monitor terminal device through wireless communication of PHS etc.

Provided are: one video camera which images a body; a means of reducing and compressing the whole screen to an arbitrary size and transmitting it as a moving picture by using radio communication such as PHS to monitor the movement of the person in accordance with image information inputted from the video camera; and a means of optionally enlarging or reducing image information of a specified area part for deciding the details of the moving picture and transmitting it as a still picture by using the radio communication such as PHS. Further provided is a means of displaying the transmitted moving picture and still picture as separate pictures.
