A monitoring circuit comprises a circuit for controlling resources which is supplied to a function block, a capacitor connected to a current source and storing charges, in response to a current being supplied from the current source, a switch which starts supply of a current outputted from the current source to the capacitor in response to a control signal, a counter which starts counting operation in response to a control signal, and a counter control circuit which stops counting operation, in response to the voltage supplied from the capacitor.
