To detect the abnormality of a monitored object even if the optical condition of the monitored object considerably changes by installing a means for judging the normality and abnormality of the monitored object at every luminance area of the picture of the monitored object, which a luminance division means divides.
A luminance division means dividing the luminance of the picture of a monitored object into a plurality of areas and a state judgment means judging the normality and abnormality of the monitored object at every luminance area of the picture of the monitored object, which the luminance division means divides, are installed in an abnormality judgment device. A picture (monitored object picture) containing a part becoming the monitored object and the vicinity is taken into a television camera and is inputted to the abnormality judgment device. The luminance division means obtains the luminance distribution of the picture of the monitored object. In such a case, the luminance areas can be divided into the three areas of a high luminance area, a low luminance area and an intermediate luminance area even if the luminance value of the monitored object picture complicatedly distributes for 256 stages being luminance resolution that the respective picture elements have. Thus, the precision of abnormality judgment improves.
