For the monitoring device, a digital video camera is housed inside a waterproof case. A transparent plate is attached to the waterproof case. The digital video camera picks up the outside through the front of the transparent plate. The wiper is provided on the front of the waterproof plate. The digital video camera picks up an image of the outside and stores the image as picked-up image data in a buffer memory. When the wiper is driven, a determinationt part determines whether the wiper is copied on the picked-up image data stored in the buffer memory. When the wiper is determined to be copied on the picked-up image data, a rewriting part rewrites wiper image data WD and peripheral image data CD in image data necessary to be rewritten to image data RD for rewriting in stored image data stored in a RAM with no wiper copied therein.
