To provide a monitoring and display device that, in monitoring a monitoring space while displaying an image of a character imitating a guard, can display an image that looks like a more real guard.SOLUTION: A monitoring and display device 10 has a display unit 11 that displays an image of a character imitating a guard keeping watch, a detection unit 181 that detects a person in a monitoring space, and a display control unit 182 that controls the display of the image of the character such that, when a person is not detected in the monitoring space, it executes an observant operation for moving the line of sight of the character within a predetermined range, and when a person is detected in the monitoring space, it executes a tracking operation for expanding a range where the line of sight of the character is movable larger than the predetermined range and directing the line of sight of the character to the detected person, and thereby controls the display of the operation of the character.SELECTED DRAWING: Figure 2
