In the monitoring system, the control server has a means holding the azimuth information of the fixed camera and the mobile camera, and the monitoring camera has the means acquiring the positional information of the fixed camera and the mobile camera. In the monitoring system, the monitoring camera compares the azimuth information of the fixed camera held to the control server and the mobile camera when the keeping of the positions of the fixed camera and the mobile camera within a constant range are decided. In the monitoring system, the monitoring camera controls the fixed camera so that the azimuth of the fixed camera is directed in the opposite direction when the equalization of the azimuths of the fixed camera and the mobile camera is decided.
