To provide a monitoring system capable of immediately detecting occurrence of a failure in a monitored target, by improving tolerance of a line failure.
A monitoring system according to an embodiment comprises: a monitored device for reporting failure information generated by monitoring a monitoring target; a monitoring device for monitoring the monitoring target on the basis of the failure information acquired from the monitored device through a communication line; a higher-level device connected to the monitored device through a transmission channel; and a higher-level monitoring device for monitoring the higher-level device on the basis of contact point information acquired from the higher-level device through a communication link differing from the communication line. The monitored device notifies the higher-level device of the contact point information through the transmission channel. The higher-level device acquires the contact point information notified of from the monitored device, and transmits the acquired contact point information to the higher-level monitoring device through the communication link. The higher-level monitoring device transfers the contact point information transmitted from the higher-level device to the monitoring device. The monitoring device verifies non-delivery of the failure information by comparing the contact point information transferred from the higher-level monitoring device with the information acquired through the communication line.
