Abstract:
To provide a monitoring system capable of transmitting an evacuation signal from a river to a portable terminal in a place where evacuation is required.SOLUTION: A monitoring system includes: first photographing parts 811 to 814 for photographing monitoring points 11 to 14 of each river 1 and 2; a monitoring table DB4 for storing first threshold values 111 to 114 of water levels for determining evacuation from the monitoring points 11 to 14 and distribution areas 511 to 514 for distributing information of the monitoring points 11 to 14; a first extraction part 5 for extracting water levels as first extraction values 711 to 714 from images of the monitoring points 11 to 14; and a determination part 7 for transmitting an evaluation signal to mobile terminals 15 and 16 having position information 815 and 816 in the distribution areas 511 to 514 when the first extraction values 711 to 714 exceed the fist threshold values 111 to 114.SELECTED DRAWING: Figure 1
