PURPOSE: To obtain the motion compensation prediction coder at a low cost without enlarging the circuit scale.

CONSTITUTION: A block division time expansion circuit 29 applies block division to a digital picture signal subjected to A/D conversion and a signal in each block is subjected to time expansion and the result is distributed to picture signal coding circuits 11-314 at every block, in which coding subjected to motion compensation in a block is executed. Then coded data of each block are synthesized by a block synthesis circuit 32 and the result is outputted. Thus, the processing speed of a high speed rate signal is delayed through time expansion and the circuit scale is not enlarged.
