The first and second valve mechanisms 50, 60 close the first and second passages 21, 22. The mechanisms are composed of: valve members 51, 61 in which a part or all of an outer peripheral surface is tapered, working chambers 52, 62 in which a part or all of an inner peripheral surface is tapered so as to form a clearance for throttling flow rate of viscous fluid between tapered surfaces of the valve members 51, 61 accommodated inside; springs 53, 63 for imparting resistance on the valve members 51, 61 when the valve members 51, 61 starts moving in a valve opening direction by receiving pressure of the viscous fluid; and adjusting members 54, 64 which adjust a moving limit position P in the valve opening direction of the valve members 51, 61.
