PURPOSE: To eliminate the need for a complex clutch mechanism and to realize cost reduction by providing a motor outer cylinder rotatably, driving a rotor and the outer cylinder by different driving sources, and performing charging operation and winding operation alternately through an inhibition member.

CONSTITUTION: An outer cylinder 6 is fixed to the outer cylinder 5 of a motor body M and fitted rotatably around the main body M, and pinion gears 13 and 14 are fitted to a rotor shaft 13 and the outer cylinder 6; when one is locked, the other rotates by action and reaction. A shaft 39a is provided with a lock lever 39 as the inhibition member. When shutter operation is completed in a winding state in a figure, the lock lever 39 is pressed by a member 38 to engage the ratchet gear 33 of a spool 30 for the inhibition of the rotation of the gear 13, and the charging operation is performed through a gear 14; when the charging is completed, the lever 39 engages a cam 36 and the gear 14 is locked this time to rotate the spool 30 through the gear 23. Thus, the need for the complex clutch mechanism is eliminated and the cost reduction is realized.
