To omit the process of joining a handle attaching member and a handlebar to each other and to reduce weight.
A primary molding billet 40 made of light metal is formed to have a throttle part 32, the tip of a core metal 43 is fitted in a tapered hole 22 formed in this throttle part 32, the throttle part 32 is pushed into a molding hole formed by a dies 41 and 42 and drawn by the core metal 43 and a handle attaching member as an attaching part of a car body side and a handle bar 20 are continuously and integrally formed.
