To eliminate interference of a vehicle body with rods by fitting upper rods to mount brackets provided between air bellows and an axle.

A fitting seat 6 provided on the lower part of a mount bracket 7 is fastened with the spring seat 11 of a front axle 10 as a rigid axle. In the mount bracket 7, a bellows receiver 5 and the fitting seat 6 are combined with both end parts of a first connecting member 7a by welding, and the first connecting member 7a is welded with one end of an upper rod bracket 8 being fitted with an upper rod. Bellows 4 are fitted to sleepers 3 provided on the the positions of a tire house 2, the front axle is fitted to them through the brackets 7, and hence the floor face 13 of a bus can be sufficiently lowered.
