A temperature control handle 16 is mounted on a temperature regulation part body 12 in either state of a handle effect state (A) where it is operably connected to an operation shaft 32 in the integrally rotating state therewith to transmit the rotating force of the temperature control handle 16 to the operation shaft 32 and a cap state (B) where the rotating force of the temperature control handle 16 cannot be transmitted to the operation shaft 32 and the part protruded from the temperature regulation part body 12 of the operation shaft 32 is shielded in the inner part so that the operation shaft 32 is not operable from the outside.
