To provide a moving image communication system that conducts moving image communication by selecting a mode providing excellent utilized image quality as to the selected moving image coding mode for each respective moving image objects for moving images each consisting of pluralities of moving image objects.

A coded data section 32 gives a moving image code generated by a moving image encoder 10 to moving image object analysis sections 41, 42, 43, ... via a moving image reception section 31. The moving image object analysis sections 41, 42, 43, ... receive and analyze the moving image code for each corresponding moving image object. A motion image system control section 400 designates a moving image code mode to each moving image object to the moving image encoder 10 to control execution of evaluation of the moving image code for each moving image object.
