The moving image compression encoder includes a register for storing a transition vector representing a transition direction and a transition amount of the entire picture, and past transition image data generating means for shifting a past image in a direction indicated by the transition vector to obtain a past transition image, the moving image compression encoder generates a motion vector on the basis of the past transition image and an input image, and performs motion compensation processing on the past transition image on the basis of the motion vector to generate a prediction image.
