A moving image decoding device comprises: a bit stream analysis unit 43 to convert input encoding bit stream 11 from a bit string to encoded data; a region shape decoding part 44 to specify an encoding order of each region and its vertex coordinates by decoding region shape information of each region included in encoded data; a motion information decoding part 47 to decode a motion parameter of each region sequentially from an encoded bit stream based on an encoding order of each specified region; and an image data decoding part 46 to restore an moving image by sequentially decoding image data of each region which are input according to an encoding order within each region specified from decoded region shape information.
