Abstract:
PROBLEM TO BE SOLVED: To prevent an amount of codes of an index in a prediction vector candidate from increasing.SOLUTION: A first prediction vector candidate list generation section 130 generates a first prediction motion vector candidate list from a motion vector of an encoded block adjacent to a block of an encoding object. A second prediction vector candidate list generation section 132 generates a second prediction motion vector candidate list from a motion vector of a block in the same position as the block of the encoding object in the encoded image and that of a block adjacent to the block in the same position. A coupling determination section 131 determines whether a third prediction vector candidate list obtained by coupling the first and second prediction vector candidate lists is to be generated by comparison of a block size of the block of the encoding object and a threshold size. A prediction vector candidate list determining section 133 generates the third prediction vector candidate list from the fist prediction vector candidate list without coupling the second prediction vector candidate list when the block size of the block of the encoding object is smaller than the threshold size.
