CONSTITUTION: This device is constituted of a background picture generation part 103 generating the background picture of the moving object from the input picture of the moving object which is taken in from an image pickup means 101, a moving object area detection part 104 detecting the area of the moving object from the input picture and the background picture, a feature extraction part 105 extracting the feature of the area of the moving object from the detected result, a feature accumulation part 106 accumulating the feature as time sequential information and a counting data estimation part 107 estimating the passing number of the moving objects and the direction of the movement from accumulated time sequential information.
