To provide a moving object detecting device and its method capable of reducing load in relation to detection processing of a moving object.
In a histogram regulation unit, a luminance mean value and a luminance standard deviation to the luminance mean value as to a histogram, which pixel number inclines toward a low luminance region, are each sought and the sum of luminance value and luminance standard deviation is converted to a ceiling value of luminance and a difference of the luminance mean value and the luminance standard deviation is converted to a lowest value of luminance. A histogram pattern 38a between the sum and difference in the histogram is elongated full scale between the ceiling value and the lowest value. In the full-scale elongated histogram pattern 38b, the luminance of each pixel is converted to predetermined luminance between the ceiling value and the lowest value.
