To provide a moving object detector in a moving image in which moving object is detected in the unit of blocks with simple processing with high accuracy directly without decoding compression-coded moving image data.
Information of image block coding mode, motion compensation made and moving vector (information b) decided by a variably length decoding section 1 and pattern information (d) detected by a pattern information detection section 7 are sent to a moving object detection processing section 8. The moving object detection processing section 8 uses the information (b) or the information (b) and the pattern information (d) to discriminate whether of not the clock indicates a moving object. The discrimination is conducted by using a motion vector, spatial similarity discrimination and timewise similarity discrimination or the like. Mobile object detection information (e) being the discrimination result is fed to an image processing section 5, which applies processing to the image information (f). A non-mobile object and the moving object are displayed on an image display section 10 in, e.g. different colors or luminance.
