Abstract:

PROBLEM TO BE SOLVED: To attain compression with high efficiency by properly detecting a scene change.
SOLUTION: An inter-frame difference calculation means 13 calculated an absolute value of a difference for each corresponding pixel data between two consecutive frames and calculates a mean value per one frame of the difference absolute value and a mean value per one scene. A scene change discrimination means 14 discriminates the occurrence of a scene change when the frame mean value is a prescribed multiple of the scene value or over. A frame type revision means 15 change a frame type so as not to conduct inter-frame prediction coding when the discrimination means detects a scene change.
