To obtain a moving picture compressing and encoding control method by which an occurrence code amount being close to a target bit rate is realized by updating the quantization matrix value of a quantization table for every screen.
A quantization matrix control part 111 is connected to a rate control part 21, inputs a quantization scale for every macro-block from the part 21 and also outputs a correcting coefficient to the part 21. Besides, a quantization matrix preserved in the quantization table of the initial value stored in a storage device is read. The quantization matrix control part 11 calculates the average quantization parameter of a picture immediately before based on the quantization scale and corrects the quantization matrix to be used when the nth picture is quantized based on an average quantization parameter. Moreover, the part 111 is connected to a quantizer 7 and a VLC/multiplexer 23, and outputs the corrected quantization matrix value.
