PROBLEM TO BE SOLVED: To obtain high image reproduction quality in spite of a small data amount by applying optimum global control to encoding parameters within a range of a given data amount.
SOLUTION: The moving picture encoding controller is provided with: a control data storage section 9 for storing an encoding control database comprising optimum cross-reference data among local feature quantities as to each block, encoding data quantities, an amount denoting image quality, and local encoding parameters; a parameter information storage section 11 for storing extracted local feature quantities by one to a plurality of frames; and an optimum local encoding parameter control section 10 for adjusting and setting the local encoding parameter of each block included in one to a plurality of frames so as to optimize an encoded data quantity distribution of each block in one to a plurality of frames and optimize an encoded data quantity distribution among the blocks in one to a plurality of frames within a range of a prescribed data quantity on the basis of the stored local feature quantity and the stored encoding control database by one to a plurality of frames.
