CONSTITUTION: When the memory consumption of the buffer memory 8 exceeds the maximum volume of generated information of process units, the operation of the motion compensating and predicting device 6 is stopped for the specific period. Namely, the buffer memory 8 continuously monitors its memory consumption and when the memory consumption exceeds the threshold value for the process units, the operation of the motion compensating and predicting device 6 is stopped, so the operation of the whole moving picture encoding device is stopped. Consequently, when the process units are blocks of, for example, 16 pixels × 16 lines, the operation of the motion compensating and predicting device 6 is stopped if the buffer memory 8 is used by the maximum volume of generated information as the threshold value of one block of process units, and then data stored in the buffer memory 8 are sent out during the period, so that the device is normally used thereafter.
