PROBLEM TO BE SOLVED: To provide a moving picture monitor that a high definition image of a required scene can be transmitted without interrupting monitor and to provide a monitor method.
SOLUTION: The moving picture monitor is provided with a coding means 102 that has a moving picture coding means and a still picture coding means, a transmission means 13 that can transmit coded data, a feedback means 106 that can make re-transmission request, a decoding means 104 that has a moving picture decoding means and a still picture decoding means, and a display means 105 that displays a decoded image. The display means 105 has a means to select a specific image. When the specific image is selected, the feedback means is used to make a re-transmission request, the till picture coding means of the coding means 102 encodes the specific image, the transmission means 103 transmits the coded picture, the still picture decoding means of the decoding means 104 decodes the coded picture and the display means 105 displays the decoded picture.
