To provide a moving picture transmission reception system that transmits an image via a transmission channel with a narrow bandwidth or stores the image to an image storage device with a small memory capacity.

A vertical reduction filter 200 of a moving picture transmitter 20 reduces number of pixels of an image from an image pickup device 10 in a vertical direction and an image decimation unit 202 decimates the image. Then a mode changeover device 204 selects an image outputted from either of the vertical reduction filter 200 or the image decimation unit 202 depending on more ore less of a motion of a source, adds image attribute information to the image and transmits the resulting image. A moving picture receiver 40 receives an image sent from the moving picture transmitter 20, and a vertical magnification filter 402 restores number of pixels in the vertical direction into the original number of pixels. Then an image memory input changeover device 404 selects an image outputted from either of the vertical magnification filter 402 or the received image according to the image attribute information detected by an image attribute detector 400 and alternately or simultaneously stores the selected image to 1st and 2nd image memories and an image memory output selector 410 reads the image alternately.
