To provide an MPEG signal compressing device enabling an MPEG format to be used by further compressing the MPEG format, performing network transfer and decompressing the MPEG format at a receiving side.
A conversion table 106a in which header data patterns are made to correspond to reference codes is prepared, an MPEG data format of an MPEG signal is analyzed, a GOP header is extracted, and the GOP header is converted into pattern data of a reference code. Also, an I frame header, a P frame header and a B frame header are extracted and the frame headers are converted into patten data of reference codes. Then, the appearance order of frame data in a GOP is determined on the basis of the pattern data of the reference codes and non-pattern data that are not patternized in the MPEG signal to generate a compressed MPEG signal.
