To obtain a mugwort-containing adhesive which is useful for a substrate of a finely porous film, a nonwoven fabric or a cotton sheet having air permeability using an adhesive of sanitary goods such as adhesive plaster, compress sheet, and the like, is improved not to cause skin irritation, is made to exhibit excellent effectiveness such as an antimicrobial effect, deodorizing effect, an atopy preventing effect, a cancer treating effect, or the like, to its maximum by a mugwort terpenoid effect (fragrance component of mugwort) and adjustment of water content of adhesive so as not to cause symptoms such as appearance of rash, autumn tint, itch, or the like, and is friendly to the skin.

This adhesive is obtained by formulating an adhesive based on cellulose, a modified cellulose or a cellulose derivative, an adhesive based on starch, amylose, amylopectin, its derivative or its decomposition product, or an adhesive based on protein or a water-soluble type adhesive except the adhesives with 1-30% of fine powder of mugwort. These mugwort-containing adhesives include a mugwort-containing adhesive mixed with a proper amount of functional medicine.
