For providing a multi-functional and multi-purpose wool mat that is inexpensive, is easily disposed, is familiar with environment, and totally has high performances in water absorption, oil absorption, and dust control ability, a nonwoven fablic sheet 2 is formed from short fibers 1 regenerated and machined using rag opening raw cotton with a high wool ratio as a main material. Thus, in addition to moisture absorption and oil absorption performances existing in a fiber surface structure and an inner structure of wool material, high water absorption and oil absorption performances due to flaws, cracks, and capillary phenomena on a fiber side surface of short fibers and fiber powders by regeneration machining can be provided. As a material, not only recovered clothing such as used clothes made of wool or pure wool, but also recovered articles such as futons and blankets using the other wool, or partially recovered articles of clothing made of natural material other than the wool can be used.
