CONSTITUTION: A conference processor 15 instructs a picture selection section 12 so that a voice level from each conference terminal is measured and a picture from a conference terminal with a largest level is selected. When a terminal equipment having no video transmission function is selected to be a terminal equipment having a highest voice level, the conference processor 15 sends character information relating to the terminal equipment to a character insertion section 13 and the character information is displayed while being superimposed on a television picture having been displayed so far.
