A copy unit 11 copies an inputted bit stream, a 16QAM unit 121 modulates the copy source bit stream into a symbol, and a 16QAM unit 122 modulates the copied bit stream into a symbol. An S/P unit 12 then converts in parallel symbol streams inputted in series, an S/P unit 14 converts in parallel the symbol streams inputted in series, and an IFFT unit 15 applies IFFT processing to the inputted symbol streams. Since a plurality of identical bits copied by the copy unit 11 are contained in different symbols, respectively, each of the plurality of identical bits is allocated to each of a plurality of subcarriers of different frequencies by IFFT processing. As a result, a multicarrier signal is generated which contains a plurality of identical bits of frequencies different from each other.
