An inner cylinder 13 of double pipe structure is situated in a rotationally driving outer cylinder 1, and the two ends of an inner pipe 13a of the inner cylinder 13 are supported at inlet and outlet cylinders 1a and 1b through a feed pipe 16 and a discharge pipe 17. A large distribution cylinder 20 is integrally situated between the feed pipe 16 on the inlet cylinder 1a side and the inner pipe 13 of the inner cylinder. A scratching guide member 21A consisting of a screw blade 22 and a scooping plate 23 is protruded in a distribution cylinder 20 and mounted on the inlet end of the inner pipe 13a of the inner cylinder in a state to make contact with an inner peripheral surface. Along with rotation of the distribution cylinder 20, a specified amount of waste 9 is scratched and scooped up by the scratching guide member 21A and fed in the inner pipe 13a.
