PURPOSE: To properly guide dwellers in each dwelling unit to a refuge in the case of the occurrence of abnormal state like a fire in a multiple dwelling house.

CONSTITUTION: A controller 61 receives a fire occurrence signal and the dwelling unit number of the dwelling unit where a fire has broken out. The controller 61 takes out position data in the multiple dwelling house of the dwelling unit having this dwelling unit number from the received dwelling unit number by a dwelling unit position storage device 64 and takes out a route for refuge corresponding to position data of the dwelling unit number of the dwelling unit, where the fire has broken out, from a refuge route selector 65. The controller 61 sends a refuge route display signal to refuge route display devices 70 based on this taken-out route for refuge. This refuge route display signal indicates which refuge route display device 70 should display the refuge indication and which direction the refuge route display device should display it in. A controller 71 in the refuge route display device 70 displays the route for refuge in accordance with the indication of the received refuge route display signal.
