The order of precedence in recovering return pressure oil from a plurality of hydraulic actuators is set beforehand on operating levers for every hydraulic actuator. The operating or nonoperating state of each operating lever is detected in a step 5. On the operating lever in the operating state with high precedence, the state of this operating lever at a preceding detection point is determined in a step 9. If the operating lever was not operating the preceding time, return pressure oil is recovered from the corresponding hydraulic actuator. If the operating lever was in the operating state, recovery of pressure oil is not performed. Recovery work is continued until one pressure oil recovery is completed. After the completion of recovery, pressure oil is recovered from the newly started hydraulic actuator.
