PURPOSE: To prevent a gain in the neighborhood of a DC reduced and a micro amplitude signal lost by performing emphasis processing or amplitude compression by extending the micro amplitude signal that is an attaching signal before the emphasis processing or amplitude compression processing is performed.
CONSTITUTION: A small amplitude extension circuit 31 is interposed between a 2D-BPF 12 and a perpendicular emphasis circuit 15, and only the level of a component with low signal level out of luminance(YH) signals taken out at the 2D-BPF 12 that are attaching signal components is extended selectively. The attaching signal supplied to an input terminal 31a is supplied to a control circuit 31f. A selector 31b is controlled so as to output selectively a signal supplied to a first input terminal I1 in a state where the level of the attaching signal is high, and to output selectively an extended signal supplied to second, third, and fourth input terminals I2, I3, and I4 as decreasing the level of the attaching signal. The signal selected with the selector 31b is supplied to the perpendicular emphasis circuit 15 via an output terminal 31g.
