Buffers 51-53 are provided for storing image data corresponding to plural communication terminals T1-T3. Terminal at positions corresponding to buffers are updated in the order of buffers detecting the partition code of one display picture among the respective buffers. Namely, frame starting position codes (PSC 10) (A1, B1 and C1) are detected in the image data first sent from the party terminals T1-T3. Next, when a PSC 10 (A2) is detected in the data of T1, the image data for one frame shown by A1 are transferred from the buffer 51 to a decoding part 7. Further, when a PSC 10 (C2) is detected in the image data sent from the party terminal T3, the image data for one frame shown by C1 are sent.
