PURPOSE: To obtain a large fluctuation ratio with a small size and simple constitution by providing a first rotating body formed alternately with many magnetic poles on its outer peripheral surface and a second rotating body formed with one or two magnetic poles on its outer peripheral surface.
CONSTITUTION: A small magnet gear 47 is magnetized with the S pole and the N pole in its outer peripheral part and the large magnet gear 48 is magnetized with the S poles and the N poles alternately at equal angular intervals in its outer peripheral part. The N poles (S poles) on the outer peripheral part of the large magnet gear 48 are attracted to the S pole (N pole) of the small magnet gear 47 facing this magnet gear and the large magnet gear tends to rotate when the small magnet gear 47 rotates. The rotation in one direction of the large magnet gear 48 is, however, prohibited by a one-way clutch 49 and a fixing shaft and, therefore, the large magnet gear does not rotate. The large magnet gear 48 is rotated in the other direction where the rotation is permitted by the repulsion force of both when the N pole (S pole) of the small magnet gear 47 and the N pole (S pole) of the large magnet gear 48 face each other.
