PURPOSE: To peruse information without paying any price within the limitation range of time or information quantity by deciphering ciphered information just for the previously decided time or information quantity.
CONSTITUTION: Information 1 is subjected to encipherment by an encipherment part 2 and outputted. Assuming that the limitation range of deciphering time for one minute is stored in a limitation part 7 in this case, the ciphered information and a key 4 are respectively transmitted by an information communication part 3 and a key communication part 5. The transmitted key 4 is stored in a deciphering key part 6. A deciphering part 8 decodes the transmitted and ciphered information by using the key 4 stored in the deciphering key part 6 and outputs it as information 9. But as the lapse of time stored in the limitation part 7, namely, one minute after the start of deciphering, the key 4 stored in the deciphering key part 6 diminishes, so that the deciphering part 8 does not perform deciphering after that, and outputs it as the information 9.
