PURPOSE: To obtain the waterless photosensitive planographic printing plate processing device which evenly sticks processing liquids to the printing plate even with pumps having a small discharge capacity.

CONSTITUTION: A developing tank 20 and a dyeing tank 90 are provided in a developing device 10. Developing water 18 and a dyeing liquid 17 are stored in the respective tanks. Transporting paths for immersing a waterless PS plate 12 into the developing water and the dyeing liquid and transporting the plate by roller groups 24, 94 are formed in the developing tank 20 and the dyeing tank 90. The developing water and the dyeing liquid are supplied near to these transporting paths from spray pipes 34, 104 by the circulating pumps 44, 114. The circulation of the developer and the dyeing liquid is executed in the developing tank 20 and the dyeing tank 90, respectively, in this way. While the waterless PS plate 12 transported in the developing device 10 is immersed into the developer, the silicone rubber layer of the unexposed parts is rubbed off by a brush roller 30. The PS plate is immersed into the dyeing liquid and the dyeing liquid is applied on the photosensitive layer of the exposed parts.
