PURPOSE: To give and receive precise time information by furnishing an IC card having an electric signal giving/receiving means to/from external unit and means to start clocking in synchronization with signal giving and receiving, stores, emits, and displays the data in association with the clocking.

CONSTITUTION: An IC card 5 gives and receives electric signals to/from external unit such as a data processing part 4 through an interface part 5A, controls operations of various parts with its control part 5B, and measures the time elapse with its timer part 5C independently. A memory part 5D cumulatively stores the time information of the timer part 5C in conformity to signals given from the control part 5B while a display part 5E displays what the timer part 5C and memory part 5D contain and how the control part 5B is situated. Prior to starting the measurement with the device, the card 5 is set in a data processing device 4, and measurement is commenced. After this it is possible to remove and carry the card 5 at any time. This allows precise giving and receiving of the time information.
