PURPOSE: To provide a developing device constituted so that an image carrier is prevented from being damaged by a developer carrier when an image forming device is transported and a defective image caused by the damage of the image carrier from being formed even when a gap between the developer carrier and the image carrier of the image forming device is made narrow.
CONSTITUTION: The developing sleeve 30 of the developing device is constituted by providing an electrical conductive elastic layer 34 whose hardness is lower than a photoreceptor drum and whose volume resistivity is ≤108Ω.cm on an electrical conductive non-magnetic substrate 32 as an outside layer. Thus, even when the sleeve 30 is brought into contact with the photorecepter drum caused by vibration at the transporting time of the image forming device incorporating the developing device, the surface of the photoreceptor drum is prevented from being damaged and the defective image caused by the damage of the photoreceptor drum is prevented from being formed.
