PURPOSE: To reduce noise and lift or lower a carriage at a high speed by using the winding/delivering system of a rope via a lifting/lowering winch for the lifting/lowering system of the carriage, providing a pinion to be meshed with a rack on a guide rail on a frame body installed with an inversion pulley, and applying the climbing function.

CONSTITUTION: A lifting/lowering winch 5 for winding/delivering a rope 4 is fixed to a foundation 101, and the lower end of a guide rail 1 capable of being connected upward in sequence and provided with a rack 11 on one side is fixed and erected on the foundation 101. A frame body 31 vertically movably formed along the guide rail 1 is provided with an inversion pulley 3 for changing the towing direction of the rope 4 lifting or lowering a carriage 2 and a climbing pinion 34 rotated by a prime mover 33 for vertically moving the inversion pulley 3. The carriage 2 is provided with a braking pinion meshed with the rack 11 on the guide rail 1 and a centrifugal governor brake 72, and the carriage 2 is lifted or lowered by the action of the lifting/lowering winch 5 via the rope 4.
