PURPOSE: To reduce access frequency of a frame memory by reducing arithmetic calculation quantity and number of arithmetic operation circuits at the time of prediction mode selection in the prediction coder of an animation.
CONSTITUTION: Picture data being an object of coding are inputted to an input terminal 1, a motion detection means 11 detects a moving quantity of picture data from the picture data based on a prescribed evaluation function and outputs a moving quantity and an evaluation function. A prediction mode selection means 12 receives the picture data and the evaluation function to estimate a code quantity of the picture data, compares the code estimate value with the evaluation function and decides the prediction mode and outputs it. A coding means 13 receiving the moving quantity and prediction mode information and the picture data and codes and outputs the picture data by using the moving quantity and the prediction mode information. In the moving picture prediction coder, the prediction mode is selected by using the evaluation function of the moving quantity detection means 11.
