PURPOSE: To easily and speedily provide video service by shortening time for transmitting and recording signals by performing recording while compressing the time base of a high-efficiency encoded television signal from the several times to several tens times bit rate required for normal reproducing.
CONSTITUTION: The time base of the high-efficiency encoded television signal is compressed and divided into the synchblocks of a prescribed length by a compressed recorded signal processing circuit 102. reproduced information is added to each synchblock by a reproduced information adder 104 and recorded in a magnetic tape in the state of compressing the time base. At the time of reproducing, based on the information detected by a reproduced information detector 108, the running speed of the tape is controlled by a reproducing control circuit 109, a memory 111 is controlled by a memory control circuit 110, and the regenerative signals are stored in the memory 111 at the bit rate required for real-time reproducing. It is confirmed that the signals for one picture are stored in the memory 111, the high-efficiency decoding of the regenerative signal is processed by a compressed reproduced signal processing circuit 113, and the reproduced video signal is outputted.
