PURPOSE: To execute a comparatively large reduction of web height of a stock to be rolled without changing a roll tool, and also, to provide a product of a high quality being free from web buckling, center offset, and an overlapping flaw of a fillet part, etc.
CONSTITUTION: At the time of reducing web height by a horizontal roll barrel width universal rolling mill in a finish rolling process of a steel shape, an excess metal 18 is formed in both end peripheral parts of a web by providing a recessed part 19 on both left and right end surfaces of upper and lower horizontal rolls 2H of a universal rolling mull RU in an intermediate rolling process 2. Subsequently, the excess mertal 18 is subjected to rolling reduction adjustment by an excess metal rolling reduction device YS of a universal type or a two-high type so that web projection contact length and flange projection contact length always becomes equal to each other in accoodance with the reduction amount of web height by a finish universal mill FU.
