When the destination is set, the main control part 107 provides destination data 302 to a route search part 104, so that the route search part 104 searches the route to the destination at the minimum cost, and determines whether an ETC card 8 is mounted on an ETC unit 7 or not. When it is not mounted, the searched route at the minimum cost is determined as the guide route. When it is mounted, it is determined whether the searched route at the minimum cost passes through the tollgate that does not permit the payment of the charge according to the ETC system. When it does not pass through it, the route at the minimum cost is determined as the guide route. When it passes through it, the passage through the tollgate that does not permit the payment of the charge according to the ETC system is forbidden, and the route search part 104 searches the route to the destination at a minimum cost. The searched route at the minimum cost is set as the guide route.
